Disclaimer:

Outlaw Winged Kart Series is a competitive race series which is intended to conduct and officiate in accordance with the rules herein. These rules provide a guideline for all to follow at each event. The rule book may be amended from time to time and special rules may be published throughout the year or at a particular event. By participating in Outlaw Winged Series all participants agree to comply with these rules and regulations.

Southeast Winged Outlaw Kart Series cannot be held liable for injury, harm, or death. These rules are intended as a guideline to conduct the officiating of an event and are in no way a guarantee against injury or death of a participant, spectator or official.

The series is permitted at any time to make a reasonable and/or appropriate amendment from any of the specifications herein or change any restrictions that, in his opinion, do not alter the minimum acceptable requirements. Any interpretation of these rules herein are left to the discretion of the series officials and their ruling is final.

Any visible equipment changes and/or performance enhancing changes to previously approved karts and/or equipment MUST be approved by series officials before competition. Series officials reserves the right to determine the legality and use of any equipment that has not been approved prior to competition.

The series reserves the right to alter, revise or adjust any and all penalties according to terms of circumstances or severity of the infraction. The series decision is FINAL.

Drivers and Parents of minors are responsible to read and understand the rules and regulations set forth in this rule book.

YOU ARE RESPONSIBLE FOR THE SAFETY OF YOU AND YOUR KART. It is ultimately the obligation of each participant to ensure their conduct and equipment complies with all the applicable rules, as they may be altered from time to time. The rules are in no way a guarantee against injury and/or death to participants, spectators, officials and/or others.

ALL KART CLASSES:

General Rules

1.All karts must be approved by race director prior to competition.

2. Bodies can be any material except wood. No sharp edges or protruding parts

3. All karts must have a wing, hood, and a tail.

4. No bars may extend out past the outer edge of the tire except nerf bars.

5. All karts must have numbers on both sides of the wing and must be legible from the scoring tower or they will not be scored.

6. Duplicate numbers must have a letter. The letter must be legible.

7. Series sponsors decals must be displayed in location specified by the series.

8. No Front Wings allowed.

9. Traction Control Devices & Ratcheting Hubs are not permitted, during ANY event, in ANY class at ANY time. Must be a live rear axle.

10. Axles cannot be made from any exotic materials. No Carbon or Titanium.

11. No mirrors of any kind allowed in any division.

12. No radios or communication devices allowed to the driver.

13. Designated fuel station will be announced at each event. 87 octane must be used unless otherwise announced. No additives allowed. Fuel will be checked at each event. First time caught with illegal fuel will result in a DQ for the event. 2nd offence will result in a 1-week suspension and a $100 fine.

14. Working RACEceiver are mandatory!

Tires

1. Tires must be purchased from the series and will be impounded and kept in the series race trailer or pre determined location at specific track. 

2. Spec tire Hoosier D20 Slick Tire. Absolutely no prep or any chemicals allowed on the tires at any time. No Alterations of the tire allowed. Random tire sampling checked through the race season.

3. Front tires must be Hoosier D20 11×6.0-6, Right rear must be D20 11×8.0-6, Left Rear has the option to use either the 11×6.0-6 or 11×8.0- 6.

4. Only 2 sets of tires may be purchased for the race season per driver. If a tire is damaged from incident take the damaged tire to a series official. The official will deem if a replacement new tire may can be purchased. Subject to change by series.

5. Tires must be checked out at the beginning of the event. Tires serial numbers will be recorded by series when purchased. If caught with illegal tires, driver and owner will be DQ’ed and suspended for 1 event with $500 fine and 4 new tires must be purchased. 2nd offence will result in a 1-year suspension and a $1000 fine and tires destroyed. 3rd offence driver and owner will be banned.

6. Tires may not be cleaned between sessions during the event. Tires may only be cleaned after feature race. 

7. Immediately after feature race, tires must be removed at series trailer, cleaned in series wash bay with water only. Soap or chemicals are not allowed while cleaning. Soft plastics bristles brush may be used to clean tires (no metal wire brushes). Tire may be dried using your own towel, and will be stored in race series trailer. Tire must be check in after cleaning.

8. Tire pressure must not exceed 30 psi when turned into impound for safety reasons. If a tire is found in impound with more than 30 psi the tire will be confiscated by the series and a new tire must be purchased. The participant will start at the rear of the field in the heat and feature during the next event as penalty for being over pressure while being stored unsafely in series trailer.

13. No heating of the tires or use of a torch on the tires at any time.

14. No grinding, sanding, or using wire brushes on tires.

15. Tires must be mounted at the series support trailer. No tire should ever be dismounted or mounted anywhere other than the series support trailer. If caught you will be DQ’ed and must purchase a new set of tires.

RACEceivers and Transponders

1. Working RACEceiver are MANDITORY IN EVERY DIVISION. If your RACEceiver does not work in staging, you will not be allowed to race. Frequency will be posted or provided at drivers meeting.

2. Transponders must be installed and in working order. If your transponder does not work, you will not be scored. If transponders are not used and the race hand scored as needed.

3. Transponders must be mounted on the steering shaft support bar directly in front of the seat closest to the floor pan. (If mounted in the incorrect spot and a close finish is scored you will be put behind the other finisher)

Weight

1. All karts must meet the designated minimum weight in their perspective class.

2. Additional bolt on weight is permitted but must be fastened in a secure manner and must be painted white and must have the kart number wrote on it. If your weight falls off it will result in DQ.

3. It is YOUR responsibility to make sure your kart meets the minimum weight each week per track scales.

4. The winner in each heat race will weigh and the top 5 in the features must weigh after the event.

5. If your kart is deemed to light after the heat race/qualifying, you will have to start at the tail of the field in the next on track event. If your kart is deemed too light at the conclusion of the feature, you will be DQ’ed and lose points for that night of racing. (Additional penalties or assessments may occur at the discretion of track officials).

Safety

A. YOU ARE RESPONSIBLE FOR THE SAFETY OF YOU AND YOUR KART.

B. Brakes must be in good working order at all times. Kart will be parked if not.

C. Kill Switches are recommended in all classes! Karts must also have a 6” nylon tie attached to the spark plug wire.

D. Aluminum high back seats are Mandatory. The top of the seat should be at the middle of the driver’s head.

E. All karts must be equipped with at least a 5-point harness to restrict body movement. Karts are subject to inspection and is at the discretion of series and track officials on whether or not it is safe enough to compete.

F. Approved neck braces or neck restraints are mandatory.

G. Helmets must be DOT or SNELL approved, and must fit the drivers head correctly. Track officials have the right to determine if a driver’s helmet is safe enough for competition.

H. Racing suits are highly recommended with SFI fire rating. No shorts or cut off pants allowed.

I. Arm Restraints are recommended in every class.

J. Roll Cage must be securely fastened at 4 locations with at least grade 5 bolts.

K. Driver’s body must be completely inside the roll cage and have at least 2 inches clearance above the driver’s head.

L. Knee Knockers or padding around the steering column is recommended.

M. Chain Guards, designed to protect the driver in the event of a chain failure are Mandatory.

N. Helmets and all safety gear must be worn during engine warmups at all times.

P. All classes must utilize a sprint car style rear bumper. No square flat kart style bumpers allowed. Must extend back a minimum of 7” from end of frame rail. (Bumper design must be approved by series management).

Track Rules

Various tracks will be used in the Southeast Outlaw Winged Kart Series. Specific track rules will be utilized per event. Staging, starts, restarts and any other track specific rules will be followed. As a traveling series will follow these track rules and procedures. Driver’s meeting will provide details on how the races will be conducted. It will be your responsibility to know how the race will be conducted per track and event, don’t miss the drivers meeting.  

Wreckless driving will not be permitted. If you intentionally cause a wreck or wreck someone else under green or yellow, you will be parked. Multiple offences will result in loss of points and suspension.

Protest

1. For engine protest the team must finish inside the top 4. The series will use an engine claim rule for an engine protest. No finisher outside the top 4 will be allowed to protest. Each driver is only allowed 1 engine claim per season. Engine may be claimed for $1600. This fee covers the cost for the claimed engine to be replaced with shipping. The $1600 will be given to the team being claimed.

2. Protest fee for tires. $250 Also, the Protester has to send off the same tire of his own to be sampled as well. If the team protested is LEGAL, they receive $50. If they are ILLEGAL, the protestee gets $50 back.

Unsportsmanlike Conduct

1. Foul Language or fighting will not be tolerated. Penalty will be exclusion from future events or banned from series per official’s discretion.

2. Any display of unsportsmanlike conduct (on or off the track) will result in a Fine, Suspension, and Immediate Removal from grounds, Point Penalties, or All of the above.

3. Rough driving will result in docked positions, fine or black flag. Drivers and Crew members observed verbally or physically abusing other drivers and/or officials will result in loss of points, fines and/or suspension. NO EXCEPTIONS!

Points System:

Points races will be held on Saturdays at OSP for 2025.

In 2025, the series will race at The Original Speedway Park, Marion County Speedway and possibly other tracks that may be added as fun races. The series decided to only run point races on Saturdays so families can make the events without work conflicts of Friday nights. The 2025 schedule has the majority of races on Saturdays at OSP, so the points championship will be held only at OSP using their points structure and points rules. The series will follow OSP rules and decisions on track and finishing order.

1. Any violation of technical rules or equipment shall result in the driver being disqualified. No points will be awarded.

2. Only Performance enhancing infractions will result in a 0. Safety or other DQ’s will be subject to track official discretion. And/or 2nd time offences will be subject to a 0.

3. Any driver to be black flagged during an event will still receive last place points.

4. Any Box Stock or Beginner Box Stock to lose or break an exhaust pipe will be penalized and receive last place points.

5. Cadet class is non points class and is designated for beginner drivers.

6. ALL performance enhancing infractions will result in a DQ and you will NOT be allowed to drop these. (Example: Illegal Fuel, altered restrictor plate, too lite on scales or anything else that is in the rule book that we feel is “performance enhancing”) Tire infractions will result in a DQ, 1 race suspension and loss of use for ALL tires in impound.

7. If your pipe/muffler falls off you will be black flagged and given last place points. If it is broken, loose, cracked, missing etc. after the races you will also be DQ’ed BUT given last place points.

8. If the muffler is drilled out or altered in any way it will result in a DQ with NO points awarded.

9. All karts must stop in impound after the races. The top 5 must scale after the feature. If you leave the impound area before you are told by a track official it will result in last place points.

Cadet Division

1. ALL Cadet drivers will need to know all of the race procedure rules prior to starting. Also prior to their first race they will need to know what every flag means. If they do not know this they will not be allowed to race.

2.Once a driver win any 3 races they will have to move up to the Beginner Box Stock Division. Track has the right to move any driver up at any time.

3. Cadet Division will run Briggs LO206 engine. All engine rules are listed on http://www.Briggsracing.com The only change will be the spec exhaust pipe which is listed below.

4. LO206 engines must run an unaltered RLV 5530 exhaust pipe with an unaltered RLV B91XL Muffler. A support from the head to the exhaust pipe to ensure if the pipe breaks it stays attached to the kart.

5. Minimum weight 285lbs measured on track scales.

6. Must use Red Slide unaltered with slide lock.

7. Must run a shoe type clutch.

8. Right Side sail panels are not allowed. Left Side sail panels are allowed but cannot extend beyond the rear cage

9. Maximum height for side pods are 12”, Maximum width is 8.5”

10. All side pods must be at least one inch away from EVERY component of the motor! Includes air filter!

11. Must run a box stock wing (center 32”x35” Left board 40” long 20” high, Right board 40” long 14” high. Must be within +/- 2 inches) Measurements include any lip on the side panels. Only 1 bend is allowed. Lips cannot exceed 1 inch. Flat panel wing only. No airfoil

12. Must utilize a sprint car style rear bumper. No square flat kart style bumpers allowed. Must extend back a minimum of 7” from end of frame rail. (Bumper design must be approved by track management).

Beginner Box Stock

1. ALL beginner Box Stock drivers will need to know all of the race procedure rules prior to starting. Also prior to their first race they will need to know what every flag means. If they do not know this they will not be allowed to race.

2. Beginner Box Stocks will run Briggs LO206 engine. All engine rules are listed on http://www.Briggsracing.com The only change will be the spec exhaust pipe which is listed below.

3. LO206 engines must run an unaltered RLV 5530 exhaust pipe with an unaltered RLV B91XL Muffler. A support from the head to the exhaust pipe to ensure if the pipe breaks it stays attached to the kart.

4. Age Limit for this class will be from 5 years old to 9 years old. If you are at age 10 before the first race date of the season you must move up to the Box Stock class. Track officials may make exceptions to this rule. (Birth Certificates will be mandatory at their first race of each season.)

5. There will be a minimum speed rule TBD at each race. Any driver not to meet the minimum speed will be warned. If their speed is not increased to meet the minimum speed they will be parked for that particular race. (If the driver can keep the kart on the bottom of the track and keep a good safe pace and a steady line track official may make an exception)

6. Drivers that have competed in ANY Box Stock division race are not allowed to compete in the beginner class.

Box Stock Division

1. Box Stocks will run Briggs LO206 engine. All engine rules are listed on http://www.Briggsracing.com The only change will be the spec exhaust pipe which is listed below.

2. LO206 engines must run an unaltered RLV 5530 exhaust pipe with unaltered RLV B91XL Muffler.

3. Age Limit for this class will be from 8 years old to 13 years old. If the driver is at age 14 before the first race of the season you must move up. Drivers younger than 8 years old may race with the advance approval of series officials.

4. Minimum weight 325lbs measured on track scales.

5. Black OEM Briggs Slide unaltered with slide lock.

6. Must run a shoe type clutch.

7. Right Side sail panels are not allowed. Left Side sail panels are allowed but cannot extend beyond the rear cage

8. Maximum height for side pods are 12”, Maximum width is 8.5”

9. All side pods must be at least one inch away from EVERY component of the motor! Includes air filter!

10. Must run a box stock size wing (center 32”x35” Left board 40” long 20” high, Right board 40” long 14” high. Must be within +/- 2 inches) Measurements include any lip on the side panels. Only 1 bend is allowed. Lips cannot exceed 1 inch. Flat panel wing only. No airfoil
